ICC Global Principles for Effective Border Carbon Adjustments

We are pleased to announce the launch of the «ICC Global Principles for Effective Border Carbon Adjustments.» This work follows weeks of extensive consultations with ICC experts to provide key recommendations for governments on designing effective Border Carbon Adjustment (BCA) regimes, ensuring a coherent, fair and multilateral approach.

We sincerely thank the members of the relevant ICC Policy Commissions, Carbon Pricing Working Group and National Committees for their valuable contributions, expertise, and active engagement in developing this important work.

Context
This initiative builds on the experience of companies during the EU Carbon Border Adjustment Mechanism rollout. We recognise the challenges of carbon leakage caused by differences in domestic climate policies. With many major economies now developing similar measures, there is, however, a growing risk of creating a fragmented landscape, particularly affecting developing markets and small businesses.

ICC Secretary General John W.H. Denton AO said earlier today: “Border carbon adjustments must be designed in a way to advance climate goals, foster fair competition and promote international commerce. And, crucially, they must not constitute – or be perceived as – a means of arbitrary discrimination or disguised protectionism.”

In response to the urgency of these issues, ICC developed its Global Principles for Effective Border Carbon Adjustments.

These principles aim to guide the development and implementation of effective BCA measures aligned with multilateral goals. ICC is urging the Group of 20 to start a global dialogue, bringing together WTO members and parties to the UNFCCC and the Paris Agreement to address this agenda without delay.
